When a new never seen before player applies to your alliance, how can you see that player's info without having to search the whole map just to find his base to click on info?

If you are R4 / 5 then you should be able to see them in the Alliance Member list as an applicant. Tap on their listing there to see Power and other stats.

From the Alliance member list, you can see the base level, player name, and combat power. When you click on the applicant, you will the the same info as mentioned before including if they base level is below or above Alliance average, same thing for power, and options to accept and decline. Those are evident. What I would like to know is if there is a way to see that applicant's info just like you were to see if you click on the base then info. For example I want to see the player ID. Why isn't this simple option included?

Click on commanders name you can then mail them direct when they answer click on their avatar & the info is there
