In October 2014, the California Department of Housing and Community Development (HCD), the California Tax Credit Allocation Committee (TCAC), the California Housing Finance Agency (CalHFA), and the California Debt Limit Allocation Committee (CDLAC) presented a large-scale housing development cost study intended to measure the factors that influence the cost of building affordable rental housing in California.
According to the National Center of Housing Policy, more than a quarter of working renters nationally spend half or more of their income on housing expenses. Among all 50 states, California has the highest fraction of working renters who spend half or more of their income on housing.
In addition to the financial stress that high housing costs can place on households, research suggests that extreme housing burdens undermine educational attainment and are associated with poorer health outcomes and other social pathologies.
We at the HASBARCO are well aware of these issues; in fact, they are the reason for our presence in Santa Barbara County since 1941.
Section 8 Housing Choice Voucher Program The Section 8 Housing Choice Voucher (HCV) Program allows low-income households (voucher holders) to pay approximately one-third of their income in rent and utilities to participating housing providers. The remainder of the rent is paid through federal subsidies to the housing providers by HASBARCO.
HASBARCO contracts with the U.S. Department of Housing and Urban Development to administer the Housing Choice Voucher Program for low-income families, the elderly and the disabled.

12 x 20 foot mural titled “Everyone Needs a Place to Call Home” The mural was painted by local artists Nancy Phelps and Sue Treuhaft. It depicts the essence of “home” in our lives amidst Lompoc’s colorful flowers, trees and hills. The mural is located at the Housing Authority’s administrative headquarters in Lompoc on West Ocean Avenue. | HASBARCO Commissioner Mary Lou Miller and her husband Tom Miller generously constructed and donated the two birdhouses The two birdhouses, which were once placed at each side of the mural, have been relocated to the interior of area Housing Authority offices. |
Public Housing HASBARCO's Public Housing program is designed to provide safe, decent and sanitary housing conditions for very low-income families and to manage resources efficiently. HASBARCO promotes personal, economic and social upward mobility to provide families the opportunity to make the transition from subsidized to non-subsidized housing.

What is Self-Sufficiency?
The term Self-Sufficiency can mean different things to different people. For some families, it will mean the opportunity to own their own home, yet others may see Self-Sufficiency as being able to hold down a job or pay their bills on time each month. Some families might be looking for help to keep their kids off drugs and in school, while others may see Self-Sufficiency as an opportunity to receive medical treatment or learn English. Senior / Disabled families could be looking for help taking out the trash because they are unable to do it alone, while other families may be looking to volunteer their assistance to those in need.
Self-Sufficiency means different things to different people, but what does it mean to you?
